各位来宾,女士们、先生们,

Kia ora! Thank you for inviting me to the NZCTA AGM & Celebration Lunch. The last time I joined you was in July, when I attended the launch of the “50over50” website. Back then, we revisited some of the remarkable moments in the journey our two countries have taken together over the past 50 years. Let me again, as I did then, acknowledge the NZCTA and all those involved for their support for and contribution to China-New Zealand economic partnership and the broader relationship between the two countries.

大家好!感谢新中贸协邀请我参加协会年度大会活动。今年7月,我应贸协邀请出席了“50over50”网站发布仪式,共同回顾了中新建交50多年来交往合作的精彩瞬间。我想再次向新中贸协以及所有关心和支持中新经贸、中新关系发展的朋友表示衷心的感谢。

In particular, let me thank Mr. Thomson, outgoing Chair of the Association for your work, and congratulate Mr. Cochrane, the incoming Chair, on assumption of this important office.

我特别要感谢刚刚卸任的新中贸协主席马丁·汤姆森先生,感谢您的贡献。同时祝贺约翰·考克伦先生荣任贸协新一届主席。

I note that here in NZ, you have just had a major milestone, with the formation of the new coalition government barely two weeks ago. A government, in the words of Prime Minister Luxon, that is laser focused on bringing down people’s cost of living, and stabilizing and growing the economy. They have moved quickly, by jump-starting the 100-day plan, with an eye for some early harvest before Christmas.

几周前,新西兰迎来了里程碑时刻:新一届政府成功组建。拉克森总理表示,新一届政府施政目标将聚焦降低生活成本,稳定和发展经济,并且迅速公布了百日计划,力争在圣诞节前取得一些早期成果。

The priorities of the new government are not dissimilar to what we are laser focused on in China, namely the pursuit of high-quality economic development and high-level opening-up, advancing along the Chinese Path to Modernization, the ultimate aim of which is to improve people’s lives. These common and complementary goals shared by the two countries constitute major building blocks for a solid foundation for the ever evolving, constantly growing and above all, mutually-beneficial relationship between us.

新政府的施政优先事项同中国式现代化的目标方向不谋而合。中国正在推进高质量发展和高水平对外开放,为的就是让人民过上好日子。中新两国政府在执政目标上的契合和互补,为两国互利共赢关系的不断深化发展奠定了坚实基础。

On many of the economic priorities identified by the new government, be it growing the export, bringing down inflation, building the infrastructure or making the transition towards greater energy sustainability, China could be a willing and able partner.

在新政府经济领域的很多优先事项上,比如促进出口增长、降低通胀水平、改善基础设施、推动能源系统的可持续转型等,中国都有意愿也有实力成为新西兰的合作伙伴。

On our part, we look forward, full of anticipation, to working with the National-led government to bring about even greater mileage for our bilateral relationship, building on what we have already achieved together over the past fifty-plus years since the start of our diplomatic relations, under the stewardship of our leaders and with the broad based support and participation of the public on both sides.

中方期待同国家党领导的新一届政府合作,愿在过去半个世纪双方共同取得的成就的基础上,在两国领导人的领航掌舵下,在两国社会各界的广泛支持下,努力使双边关系获得更大发展。

Given the headwinds being experienced both internally and externally, it is no surprise that we are going through a slower patch in the growth trajectory for our trade. Even at around 5%, however, the rate at which  China is forecast to grow by IMF and OECD, the 120-trillion-RMB-economy will still add each year to its GDP a medium-sized developed economy.    

一段时间以来,中新贸易遭遇内外部逆风,增长因此有所放缓。近期,国际货币基金组织、经合组织等国际机构预计今年中国经济增长约为5%左右。作为一个经济总量超过120万亿元人民币的世界第二大经济体来说,5%左右的经济增速依然相当于每年增长一个中等发达经济体。

As China continues to grow, it will continue to power global growth and in that process, continue to generate immense opportunities for other countries, including New Zealand.   

中国经济保持增长,将持续为全球增长注入动力,也将为包括新西兰在内的世界各国持续创造巨大机遇。

We should be aware, though, that as China deepens its reform and opening-up, doing business in the country inevitably becomes more competitive. Without under-emphasizing the imperative of hard or even harder work, I am reasonably confident that New Zealand businesses are placed to do well in the competition, by building on the deep roots they have taken on the Chinese market, the reputation they have cultivated for themselves as part of overall national branding among Chinese businesses and consumers, and not the least the support from the healthy and stable development of the bilateral relationship between the two countries more broadly.

同时我们也要看到,随着中国改革开放不断深化,中国市场的竞争必然日益激烈,但我充分相信只要新西兰企业加倍努力,肯定能够在竞争中占据优势。这是因为,新西兰企业已经深耕中国市场多年,同时新西兰在中国市场和消费者中具有良好国家品牌形象,此外,还有两国双边关系健康稳定发展的加持。

Ladies and Gentlemen,

Our bilateral relations do not exist in a vacuum. Living in a world undergoing momentous, rapid, complex and sometimes challenging changes, we cannot take it for granted that the world will necessarily move towards a future of peace, stability and prosperity.

女士们、先生们,

我们的双边关系并非存在于真空中。我们身处的世界正在经历巨大、迅速、复杂甚至严峻的变化,不能想当然地认为未来的世界一定是一个和平稳定繁荣的世界。

One defining feature of our world is the way it is getting more diverse, rather than more homogeneous, in terms of culture and civilization and the choice of development paths and social systems. Its future, our future, will depend as much on how we live and work together with those that are different from us as on how we live and work together with those that are like us. The challenge, and therein also lie huge opportunities, is to see the divergences as rather a source of strength for human progress than barriers that separate or even divide us.

其中一个突出的变化就是,世界不是变得更加单一了,而是更加多样了。这种多样既体现在文化、文明的发展上,也体现在各国对发展道路和社会制度的选择上。这个世界的未来,也就是我们的未来,既取决于志同道合的守望相助,也取决于求同存异的理解包容。挑战总是会与机遇并存,关键在于我们能否让差异成为人类发展进步的力量源泉,而非障碍或隔阂。

Turning away from one another because we are different will not make our countries more secure or our economies more resilient. In fact, the contrary might be true, as has been evidenced by some of the recent developments in the world.

因为存在差异就分道扬镳,于国家安全、于经济韧性无益。就像最近的一些世事所表明的,实际上这反而可能起了反作用。 

Now coming back to the China-NZ relationship. When you look at it, on top of being far apart geographically, our two countries are indeed very different, in size, natural endowment, stage of development and social system. But these differences have not prevented us from having forged a close partnership that has brought material benefits for both sides, thanks to joint efforts to manage our relationship on the basis of mutual respect, seeking common ground while shelving differences, and mutual benefit and win-win cooperation. This approach has brought us this far in our relationship, and if adhered to by both sides, will take the relationship into an even brighter future.

回到中新关系来看,两国远隔重洋,经济体量、自然禀赋、发展阶段、社会制度不同,但差异并未妨碍双方建立紧密的伙伴关系。两国一直相互尊重、求同存异、互利共赢的基础上发展双边关系,从中获得巨大收益。这是中新携手同行50年最重要的经验,也是走向更美好未来的最有力保障。

There is no reason we shouldn’t. After all, the mutually-beneficial cooperation between China and New Zealand is not only in the common interests of both countries and peoples, but will also contribute to wider international and regional peace and development.

我们没有理由不这么做。中新互利合作,不仅符合两国共同利益,也将为国际和地区和平与发展作出积极贡献。

We will mark the 10th anniversary of the Comprehensive Strategic Partnership between our two countries next year, another major milestone in our relationship.   

明年是中新建立全面战略伙伴关系十周年,这将是两国关系史上的一个新的里程碑。

For China, no matter how the international and our respective domestic situations evolve, we remain committed to working with New Zealand to take our partnership to progressively new heights by strengthening high-level exchanges and deepening mutual trust, by leveraging our already strong practical cooperation, by building on the people-to-people links, and by collaborating constructively in regional and global affairs.

对中方来讲,无论国际形势和两国国内各自发生何种变化,中方都愿与新方携手,加强高层往来和政治互信,深化各领域务实合作,拉紧人文交往的纽带,在地区和全球事务中开展建设性合作,推动双边伙伴关系迈上新台阶。

In many of these areas, institutions like NZCTA as the premier business platform dedicated to NZ and China trade, have played and will continue to play an indispensable role.

新中贸协等机构在双边关系的许多领域都发挥了不可或缺的作用,未来还将大有所为。

In closing, I wish today’s event a full success, and the Association going from strength to strength. Thank you.
