On December 21, 2011, visiting Chinese Vice President Xi Jinping, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, met with the chairman of the National Assembly of Vietnam, Nguyen Sinh Hung.

Xi first conveyed the cordial greetings from Wu Bangguo, chairman of the Standing Committee of the National People's Congress (NPC). Xi said in recent years, guided by the principle of long-term stability, future-orientation, good-neighborliness and comprehensive cooperation and the spirit of "good neighbors, good friends, good comrades and good partners", China and Vietnam have established a comprehensive strategic cooperative partnership, maintained close high-level contacts, increased exchange of experience on governing the party and the country, conducted fruitful cooperation on economic, trade, cultural, military, law enforcement and other areas and kept communication and coordination in international and regional affairs. During General Secretary Nguyen Phu Trong's successful visit to China not long ago, the leaders of the two parties and countries reached important consensus on deepening the comprehensive strategic cooperation and properly handling relevant issues, pointing out the direction for the development of China-Vietnam relations. Xi said the purpose of his current visit is to actively implement and promote the implementation of the important consensus.

Xi said that both China and Vietnam are in a critical period of reforms and development and implementing the new mid- and long-term development plan. "The primary task for our two parties and two countries is to develop economy and improve the people's livelihood," he said. The two countries should bear in mind the overall interests of their respective reforms and development, consolidate bilateral good-neighborliness and friendship, enhance political mutual trust, and deepen pragmatic cooperation so as to ensure that China-Vietnam relations will advance along a correct direction, he said.

Xi stressed that exchanges between the legislatures of the two countries constitute an important part of bilateral ties. "In recent years, China's National People's Congress (NPC) and the National Assembly of Vietnam have strengthened communication and cooperation. The frequent contacts between leaders of the two legislatures increased mutual understanding and friendship," Xi said. Special committees have also kept close contacts and learnt from each other the experience in building socialist democracy and legal system with good results achieved. China's NPC and the National Assembly of Vietnam shoulder important responsibilities for the socialist democratic and legal construction in each country, Xi said. He hoped the two legislatures would increase their exchanges and learn from each other because it is of great importance to enhancing the mutual understanding and friendship for the two peoples and promoting bilateral ties.

Nguyen Sinh Hung said the National Assembly of Vietnam was glad about Vice President Xi's visit and believed Xi's current visit is very important for advancing Vietnam-China ties. Vietnam-China good-neighborliness is the common treasure for the two peoples and the Vietnamese side deeply cherishes such friendship, he said. Vietnam is willing to make joint efforts with China to enrich the treasure by developing Vietnam-China comprehensive strategic cooperative partnership. The National Assembly of Vietnam is willing to enhance cooperation with China's NPC and make its efforts to develop Vietnam-China ties in line with the consensus reached by the top leaders of the two countries, Nguyen Sinh Hung said. He also asked Xi to convey his good wishes to Chairman Wu.
