On November 30, 2011, Ismail Tiliwaldi, special envoy of President Hu Jintao and vice chairman of the Standing Committee of China's National People's Congress (NPC), met with Kyrgyz Parliament Speaker Akhmatbek Keldibekov in Bishkek.

Ismail Tiliwaldi conveyed Chairman Wu Bangguo’s cordial greetings and good wishes to Keldibekov. The friendly and cooperative relations of good neighborhood between China and Kyrgyzstan have kept a good momentum of development since the two countries established diplomatic ties nearly 20 years ago, said Ismail Tiliwaldi. China appreciates Kyrgyzstan's staunch support on the Taiwan and Tibet issues and the crackdown on the "three evil forces" of separatism, extremism and terrorism, said Tiliwaldi. China is willing to work closely with Kyrgyzstan to further consolidate mutual trust, strengthen cooperation of mutual benefit, and boost communications between the peoples of the two countries to push forward relations between the two countries, he said. China's NPC and the Kyrgyz parliament have played an important role in their respective countries’ political life. Enhanced parliamentary exchanges and cooperation will help enhance mutual understanding and traditional friendship between the two peoples and provide strong guarantee for mutually beneficial cooperation in various fields. China's NPC is willing to further strengthen exchanges and cooperation with the Kyrgyz parliament.

Keldibekov welcomed Ismail Tiliwaldi to attend the inauguration of newly elected Kyrgyz President Almazbek Atambayev as a special envoy of President Hu Jintao.

Keldibekov asked Ismail Tiliwaldi to convey his regards to Chairman Wu Bangguo. He said the friendly and cooperative relations of good neighborhood between China and Kyrgyzstan have developed smoothly since the two countries established diplomatic ties. He said he believes that relations between the two countries will achieve greater development in political, economic and humanities fields in the future. As Kyrgyzstan goes through a peaceful transition of power, the country will now focus on economic development, and it is important to strengthen cooperation with China in that respect, the parliament speaker said. He added that Kyrgyzstan will continue to enhance cooperation with China in combating the "three evil forces" to safeguard regional stability.

Tiliwaldi said that China believes that Kyrgyzstan will have a bright future under the leadership of the new government. He wished the Kyrgyz people happiness and healthiness.
